April 2005 RSC New Business Motions going back to Areas

Motion 2005:14                    Date:  04-10-05

 

Maker of Motion:  Al S. – H&I Coordinator

Seconded By:  Willie S. – NWOASCNA RCM

Motion:       To make H&I a standing subcommittee of the Ohio Region.

Intent:         In an effort to change Regional structure, we deleted subcommittee from our Region and depended on the HRP to fill the void left.  Areas haven’t figured out how to use this service.  The H&I Coordinator position was established only to facilitate our state institutional efforts.  Through discussions with individuals from several Areas, we have found the needs of our NA H&I community are many.  Having a centralized Regional subcommittee to unify and help in Area H&I efforts seems most appropriate.  So if a Regional H&I subcommittee works (as it has before), we would highly advise that attendance at Regional H&I subcommittee meetings be part of the position requirements for Area H&I Chairs.

Pro:        See intent. More Regional/Area support.

Con:       Wasn’t working before – we are regressing back to what we changed. Expense.

Motion:       To add to ORSCNA Policy Section 4.6.5 to read as follows:

“4.6.5 (E) Significant changes to the content or functionality of the NA Ohio website require RSC approval.”

Intent:     To define explicitly that the only changes that can be made to the website without RSC approval are ones that aren’t major changes.

Pro:        Prevent unforeseen consequences.  Could make site user-unfriendly.

Con:       “Major changes” not defined – how implemented.  Ties Webmaster’s hands.

Motion:   That non-NA-sanctioned music on web page be removed from the web page.  While it may be a wonderful song and be loved by many, that love may not be universal.  It may also be violation of NA traditions.

Intent:     To make our website more acceptable to more addicts and to be more in line with NA traditions.

Pro:        Get fellowship input and approval.

Con:       Unnecessary changes.

Motion:   For the Ohio Regional Committee to purchase 2 billboard posters from Barnes Outdoor Advertising for random postings in their 14-county area.  The cost is $70.00 per poster.

Intent:    To test these signs for possible multiple purchase and feasibility to contract other outdoor billboard companies to post these signs in other Areas in Ohio.

Pro:        Help carry the message.

Con:       Limited.

Motion:       To submit the following motion to be part of the Conference Agenda Report:

Clarity Statement

The Twelve Steps of Narcotics Anonymous, as adapted from A.A., are the basis of our recovery program. We have only broadened their perspective. We follow the same path with a single exception; our identification as addicts is all-inclusive with respect to any mood-changing, mind-altering substance. Alcoholism is too limited a term for us; our problem is not a specific substance, it is a disease called addition. We believe that as a fellowship, we have been guided by a Greater Consciousness, and are grateful for the direction that has enabled us to build upon a proven program of recovery.

At NA meetings we introduce ourselves as addicts. When our members identify themselves as “addicts and alcoholics” or talk about living “clean and sober,” the clarity of the NA message is blurred. To speak in this manner suggests there are two diseases, that somehow one drug is separate from the rest, requiring special recognition. Our identification as Addicts is all-inclusive, allowing us to concentrate on our similarities not our differences.

      Intent:       To obtain fellowship approval for a reading that is currently read at many groups and recovery meetings throughout the NA community and helps clarify our identity as addicts.

      Maker:       Ohio Region

      Financial Impact:         The direct financial impact will most likely be increased revenue through NA literature sales. However, raising funds is not the true intent of this motion.

Intent:     To obtain fellowship approval for reading that is currently read at many groups and recovery meetings.

Pro:        Help clarify our identity as addicts.

Con:       We believe a similar motion previously failed under CAR vote.

              Offend the newcomer.

              Robert F. ruled this motion out of order at the July 2005 RSC because the Vice-Chair, Steve H., who was acting as Chair in Robert’s absence at the April RSC, made the motion.
